Washington Delivers First State of the Union Address

In the early years of the United States under the new Constitution, Congress convened in New York City as the temporary capital. President George Washington addressed the assembled lawmakers on January 8, 1790, delivering what became the first annual message to Congress, later known as the State of the Union. He opened by noting North Carolina's recent ratification of the Constitution, which completed the initial union of states. Washington then outlined priorities including national defense, revenue measures, and the promotion of agriculture, manufacturing, and commerce.
